In israel, system of parallel (to Horizon Europe) consortia such as NEMO includes israeli weapon manufacturers, which makes Israeli military industrial complex benefit from the shared knowledge and resources of the Horizon European projects. Dutch Universities financially benefit from these collaborations by involving cohorts of university-affiliated companies in which universities have financial shares.
